WRCOG is designated as the program administrator for the TUMF program. As administrator, WRCOG receives all fees generated from the TUMF as collected by the local jurisdictions. WRCOG invests, accounts for, and expends the fee in accordance with the TUMF ordinance, the administrative plan and applicable state laws. WRCOG's administrative duties are explained in detail in the TUMF Administrative Plan.

When the TUMF began in 2003, there were virtually no “shelf-ready” projects waiting for implementation. The early years of the TUMF were devoted to identifying transportation projects that would address future demand, developing preliminary cost estimates, and preparing those projects for the financial agreements that would allow them to be constructed.

Today, the initial list of Zone projects continues to be added to and first round zone projects continue to be developed and implemented.

Local jurisdictions implement the projects approved for each zone.

Many factors affect the implementation of a transportation project, from the size of the project to the level of environmental approval required. Some very large projects, like interchanges, can take several years to engineer and build but because the area has been previously disturbed the environmental clearance may take only a year or two.  In turn, there are small projects that can take several years to clear the environmental process because of seasonal and extensive evaluation and analysis of plants and animals that may be present at different times of the year.  In general, the process for a project from concept to completion can be as short as 24 months or as long as 120 months, depending on the project.
