WRELP enables jurisdictions to lead by example in reducing energy consumption, achieving cost savings, and planning for energy sustainability.

Enhanced Rebates

WRELP is a tiered system whereby jurisdictions can receive enhanced rebates from Southern California Edison (SCE) for eligible energy efficiency projects for energy savings achievements and responsibility. By participating in WRELP, cities automatically qualify as a "Valued Level Partner" whereby they can access SCE's core program incentive rebate for energy savings measures undertaken in city facilities.  As cities demonstrate additional energy savings and commitments, they can qualify for enhanced rebates at the silver, gold and platinum levels. Currently, the following jurisdictions have qualified for the advanced levels, thanks to their commitment to saving energy:

  • Calimesa - Platinum Level
  • Hemet - Gold Level
  • Temecula - Gold Level
  • Canyon Lake - Silver Level
  • Hemet - Gold Level
  • Lake Elsinore - Silver Level
  • Norco - Silver Level
  • Perris - Gold Level
  • San Jacinto - Silver Level
  • Eastvale - Gold Level
  • Menifee - Valued Level
  • Murreita - Valued Level
  • Wildomar - Valued Level

Services offered to WRCOG jurisdictions served by SCE include:

  • Enhanced incentives for energy efficiency retrofits
  • Energy efficiency audits and technical assistance
  • Development of energy action plans
  • Strategic plannning support
  • Trainings and workshops

Retrofitting and Retro-Commissioning Incentives

SCE offers cash rebates and incentives for the installation of energy efficient equipment. Jurisdictions can receive a higher rebate for retro-fitting projects such as lighting, HVAC, and water pumping upgrades in their municipal facilities through this program. WRELP will assist jurisdictional staff in identifying and developing potential projects that range from simple, low-cost strategies to comprehensive upgrades and retro-commissioning.

Free Energy Efficiency Audits

WRELP municipalities can request a free comprehensive audit of their facilities by SCE staff or a qualified consultant.  Audit reports will contain technical and financial analysis of the projects identified. To learn more or to schedule an audit, please contact .
